Fine from the TeX code, PDF output will need adjusting.
I proposed `\startdelimitedtext[language=nl]` resembling `<blockquote
lang="nl">`.

I think this is also the basic idea with tagging (not the PDF, but
ConTeXt or XML code itself): only mark what has been changed.

Well, not extremely pleasant for native speakers (and probably harder to
