You need braces around header and left to pass them as single argument to the location key

\setuppagenumbering [location={header,left}]

While this places the page number on the left side you immediately overwrite the setting in your document with the \setupheadertexts setting, and as a result no pagenumber appears in the output.

\setuppapersize

   [text]
[before={\startframed[frame=off,leftframe=on,framecolor=blue,offset=0pt,boffset=0.14ex,]},

   ]

\setupheadertexts[Text left]

I would put everything in a setups block:

\startsetups headertext
\startframed[frame=off,leftframe=on,framecolor=blue,offset=0pt,boffset=0.14ex]
    \rlap{\placepagenumber}
    \midaligned{Text}
  \stopframed
\stopsetups

\setupheadertexts[\directsetup{headertext}]
