You need braces around header and left to pass them as single argument
to the location key
\setuppagenumbering [location={header,left}]
While this places the page number on the left side you immediately
overwrite the setting in your document with the \setupheadertexts
setting, and as a result no pagenumber appears in the output.

I would put everything in a setups block:

\stopsetups
\setupheadertexts[\directsetup{headertext}]
