It is not compiling for me. The usual kind of error message
A number should have been here; I inserted '0'. (If you can't figure out
why I
needed to see a number, look up 'weird error' in the index to The TeXbook.)

But that won't compile.
Then I guess there is the problem that he wants the last chapter to
be 0 not 1.

You need the headnumber commands to get access to the counter of
sections.
