Actually, I realized that unicode has a left pointing vector accent as well. 
So, I can get what I want by simply defining

\definemathtopaccent[\v!top][cev]["20D6] 
\definemathtopaccent[\v!top][vec]["20D7]

This remains with stixtwo. It is not present with \cev, so not sure what is 
going on.
