If I understand correctly, it seems that replacing

conversion=Romannumerals,

\setupnotation[footnote][numberconversion=romannumerals]
\startchapter[title={\sc Introduction}]
with
\startchapter[title={\sc Introduction}]
\setuppagenumber [state=start,
number=1,
number conversion=Romannumerals,
alternative=doublesided,
location={header, textedge}]
\setupnotation[footnote][numberconversion=romannumerals]
gives the correct pagination?
