I know that this has been discussed in an older post, but I still don't
get it: why would --nonstopmode override
\setupsynctex[state=start|repeat] and --synctex=1?

When running ConTeXt from an editor, --nonstopmode is desirable, yet you
may still want to control SyncTeX status independently.

In situations where one wants to forcibly disable SyncTeX even if the
document enables it, wouldn't

    mtxrun --script context --nonstopmode --synctex=0

do the job?

Imo, such interactions between options should be avoided.
