Additional to what Max wrote:
Don’t change files in the distribution (i.e. texmf-context or texmf-dist
with TeX live), but use additional texmf trees:
texmf-local, texmf-project, and texmf-fonts are for your files and never
overwritten by the installer.
You can also use ~/texmf (AKA HOMETEXMF), but that is slower since it’s
not indexed. OTOH it’s always searched even if you have several
installations.
All these texmf trees have precedence over the distribution.

PS: a different topic: CTAN maintainers are looking for someone who can
and would like to translate the CTAN website (not the contents, of
course) into Chinese. They told me it’s a list of translated strings in
the core software plus a git repo of HTML pages.
