the best definition is still:
\installcompoundcharacter "` {\startdelimitedtext[\v!quotation]}
\installcompoundcharacter "' {\stopdelimitedtext}
so i reverted to that one. One is supposed to used those " things as pairs,
hence the group. Of course nothing prevents you from defining them as:
\installcompoundcharacter "` {\symbol[\c!leftquotation]}
\installcompoundcharacter "' {\symbol[\c!rightquotation]}
