I often have a set of macros that does a soemthing like this:

   \def\leftpage
     {\page \ifodd\pagenumber \noheaderandfooter~\page \fi}
   \def\rightpage
     {\page \ifodd\pagenumber \else \noheaderandfooter~\page \fi}

does that help?

Have you tried putting the figure in a footnote yet?
