i can second this.

\setupsectionblock
  [frontmatter]
  [before={\setuppagenumbering[location=]}]

does nothing (visible at least)

on the other hand this works fine:

\startfrontmatter
\setuppagenumbering[location=]
\completecontent
\stopfrontmatter

is setupsectionblock broken?
