The TOC is a combination of several lists (chapter, section, etc.), but a  
LOF is a single list.
Try:

\setuplist[figure][alternative=c,aligntitle=no,width=4em]

or:

\placelist[figure][alternative=c,aligntitle=no,width=4em]
