The head is always at least one line high, even if it is in the margin. 
Something as simple as this may be sufficient for you needs:

   \setuphead
     [section]
     [textcommand=\inmargin,
      style=\tfa,
      before=\nowhitespace,
      after={\kern -12pt}]
