Try 'authoryear' or 'authoryears' if you want to have both, the author
and the year.

Could you try
   \setupcite[authoryears][authoretallimit=2]
   \setupcite[authoryear][authoretallimit=2]
maybe it works. (I still have an older ConTeXt and no time to test.)
