That was because you do not have proper grouping in your \placefigure 
definition. Try

\placefigure[tag][here] {Caption}
{% <-- Note this
\startcombination[3*4]
....
\stopcombination
\startcombination[2*1]
....
\stopcombination
} %<---- Note this
