Yes, it seems to be what I was looking for. 

At least on my testfiles the result is very nice.
Now comes debugging /  checking what negative side-effects "\parfillskip 0pt 
plus .6\hsize" can have in real life (footnotes, tables etc.) ...

Any traps known?
