ctxtools --updatecontext:
- is not aware of those changes (texmf-local moved to texmf-context)
- it makes no sense to download and extract from zip files - rsync is
a better way

I still update with first-setup.sh (ugly, I know), but that
functionality will move to ctxtools --updatecontext once.

No, the idea is to run rsync. (I do it with running first-setup again,
even though that's ugly.)
Once mtx-update.lua (and the location) is stable, it will probably be
integrated into ConTeXt.
