Or a bug in mkii:

enco-utf.tex:
Line 3055 : \def\textellipsis  {…} % HORIZONTAL ELLIPSIS

enco-def.tex:
\definecharacter textellipsis {\mathematics\cdots}

try this:

===============
% engine=luatex

\starttext
text\textellipsis

text\unknown
\stoptext
===============

Another big difference. \textellipsis behaves differently in mkii and mkiv.

Also, the lm ellipsis seems way too packed...

Best wishes
Idris
