Jikes. Looks like that is because \color is a \groupedcommand itself.
This works for this test file (and hopefully for everything else):
\def\Colorit%
{\groupedcommand
{\startcolor[red]\em\penalty10000\hskip0pt }
{\/\stopcolor}}
