OK, thanks for this explanation. Since what I want to do is really not about modifying the document but about displaying it differently, I wonder if there is a way to highlight parts of the document without requiring the right to manipulate comments. Maybe there's another PDF manipulation API I should be looking at. But that's probably beyond the scope of this list.
