Please have a look at page 15 in "test_x.pdf" generated from "text_x.tex" in this folder:

The \flushfootnotes was written at the end of "einleitung.tex" and thus should prevent the next chapter from einleitung's footnotes.

I have no idea. An explicit \page\hbox{}\page 'fixes' this particular
file, but that is not a proper solution. Maybe it is because it is a
split footnote?



Yes maybe...

Right now this is not a usable situation. But it should be at least a feature request for MkIV:

When setuphead is defined with "page=yes" there shall NO footnote be written from a chapter/section before!
Never. Not even a split note.
