As far as I can tell, that seems to demand fully embedded fonts. As
inconvenient as it might be, it's at least an ISO standard :D

a slight complication (which as usual results in a few hours work) is that we need to trigger this pretty soon in a run and as such it can become only a commandline option

a next release will provide

--directives=fonts.embedall

but first i (read: taco) need to figure out why setting the embedding flag in a tfm table does not work out as expected
