It seems, that you're using mk2. There is no such problem with mk4.
Here a workaround:

\setuppagenumbering[location=,alternative=doublesided]
\setuppagenumber[state=stop]
\starttext 
\startfrontmatter
\input knuth
\stopfrontmatter
\page[stop]
\stoptext
