Most likely the first, however I never really understood how this magic is configured in ConTeXt. The relevant files are tex/context/base/type-siz.mkiv (as well as mkii) I guess that the contents more or less agree with your observations (there is no 17pt font defined for big, however there are small fonts defined for x and xx), but I would have no idea how to fix anything.
