the documation says, that \quote gives a single quote.
Why do I get a double one for french?

\starttext
\language[nl]\quote{Nederlandse},
\language[en]\quote{English},
\language[de]\quote{Deutsch} oder
\language[fr]\quote{Fran\cc ais}.
\stoptext
