I have uninstalled and will try to reinstall MikTeX from scratch once I get to a better internet connection. But I didn't stumble upon that problem since I didn't install that package. The author of circuittikz will rename his file and hopefully the bug in MikTeX will be fixed. I would be glad to test, but I can hardly respond if I don't know what is going on or what exactly fails. Ulrike had a very informative observation - the original report wasn't enough (just saying that it doesn't work).
