I can also reproduce that behavior using
ConTeXt ver: 2011.11.25 21:29 MKIV fmt: 2011.11.25 int:
english/english

There were two issues and the corresponding messages in the archive
[1][2]. So if these are related it should work for you using the version
from November 24th.
