The following example shouts at me (something about
"\syst_boxes_with_next_box", "\pack_layers..." and a bunch of other
stuff) if I uncomment the "location=left" part ("right" and others are
fine):

\setupbackgrounds [page] [background=page]
\starttext
%% \setlayer[page][location=left]{It doesn't work}
\setlayer[page][location=rightbottom]{It works!}
