I missed the other command for each "tile" of the combination - its caption;
that's why my example didn't work.

 \startcombination[3*1]
   {a}
   {b}
   {c}
 \stopcombination

So I deduced "... This command can be used with figures, tables or other floats." 
(http://wiki.contextgarden.net/Command/startcombination) actually means "this command REQUIRES 
figures, floats...", i.e. it doesn't work with non-floats.

Sorry for misunderstanding - my fault.
