The copyright holders are free to use any license. So we have the
"free" ConTeXt used by anybody but Pragma and the "non-free" version
sold by Pragma to its customers.

Ok. Not that we ever sold something (if needed we install it as part of a service). Of course we do make non public styles but I suppose that a 'free' context user can do that as well.
