it's implemented differently in mkiv (vectors are defined in lua) ... font-mkiv.pdf has some info about that

as luatex is a bit more efficient min/max/step are less needed and future versions might even be more granular.

I've search for doc source in the source browser
http://source.contextgarden.net/ but I still haven't found anything
promising.

all protrusion and expansion is dealt with via features so the implementation is mostly in lua code
