I am not sure whether that’s what you want, but I use

\setuphead              [section]
                                [numberstyle=bold,
                                style={\tfb\bf\ss},
                                page=yes,
                                continue=no,
                                before={\hairline},
                                after={\hairline\blank[.4cm]}
