For a titlepage I suggest to use a different mechanism to select a certain font
style and size.

You can also use \definedfont[…]{…} instead of \startfont[…] … \stopfont.

\definemakeup[titlepage][doublesided=no]

\starttext

\starttitlepagemakeup[top=]

\startfont[Sans]
\startlines
information
about
university
and
course
\stoplines
\stopfont

\blank[4*line]

\startfont[SansBold sa d]
Paper
\stopfont

\blank

\startfont[SansBold sa b]
by me
\stopfont

\blank[4*line]

\startfont[Sans]
\startlines
my
information,
adress
etc.
\stoplines
\stopfont

\stoptitlepagemakeup

\stoptext
