It's not a real fix but you can you exclude the \vfill command
when ConTeXt does its cell calculations.

\startxtable[align=middle,width=\textwidth,height=15cm]
  \startxrow
    \startxcell
      Top
      \doifnotmode{*trialtypesetting}{\vfill}
      Bottom
    \stopxcell
  \stopxrow
\stopxtable
