No such problems with integer rotation numbers.
ConTeXt expects a integer for the rotation value and decimals are
only possible for a dimension.
can you test with:
\clf_analyzerotate % rather accurate
\p_rotation_rotation\space
in grph-trf.mkiv
It works.

\vskip-\baselineskip
\rotate[rotation=-0.2]{\blackrule[width=\textwidth,height=\linewidth]}
