When I edit this example with Vim, I see, in part:
\startexceptions[en]
appli-ca<200b>ble
obli-gated
\stopexceptions
\startexceptions[de]
appli-ca<200b>ble

\stopexceptions
\startexceptions[it]
appli-ca<200b>ble
obli-gated
\stopexceptions
So it seems that the answer remains the same from when Denis posted a
similar question a few months ago.
