I tried this method of just un-commenting all the lines that referenced rmon
in 
the plugins Makefile.in before running configure.  Apparently that is not 
all there is to it.  Perhaps I missed something but I checked and re-checked
it.

I'm going to go back and look at the Makefile using the icmpPlugin as a
reference.
