This creates a RELEASE CANDIDATE for ntop 3.1

* Get a look at the NEW LOOK! ntop enters the 21st Century!!!
New colors, logos and cascading menus!
* The .tgz file is available on SourceForge in the "System
Test" area.
* In a perfect world, we will release 3.1 next weekend without
any code changes. Reality interludes may occur.
