Allow socket number '0'. This is legal per POSIX, although only a few
OSes actually return that identifier (I've seen in in Linux and most
commonly in FreeBSD).

Note: This was forced in for FreeBSD only in v3.1. Per the comment at
that time it's now being made general when we can test it w/o
delaying the release.
