It's a control file used by the init script, that refuses to start ntop
until <foo>, and once you've <foo>'d, the file is created, and thus ntop
starts. <foo> will be something along the lines of, creating a
configuration file or specifying some other bit of information. I would
have thought the post-install script should have prompted you for this.
/usr/share/doc/ntop5/README.Debian should explain further.
