Nope, the rpm has the chart library. There are other reasons why it would fail, but the most likely is that you have an incompatible version of libpng installed (1.0.14 vs 1.2.4).

I downloaded the rpm on source forge and assumed it was just like the 2.1 I had before. I guess this package does not have the graph function in the build. I failed to read all the docs first.
