Sounds odd ... 

6343 is used by sflow for Incoming Flows...

Wait please: ntop is coming up... 
  is the 1st msg ntop prints... plugins start up much later...

Try using netstat and see who has that port bound...

Try w/o -a
Try deleting the sflow plugin

Might upgrade to 2.1.3 - there were changes in plugin init, etc.
