Go to: All protocols, traffic, sort then pick the host you want. I think you can add that port/application to the list of apps displayed on most of the table views as well. Not sure how to do this off the top of my head - but I recall reading about it somewhere.
If they are only paying for a certain amount, can't you throttle them at the switch / router / firewall?
