If your clients are all win32 based Win2k Server will work fine for that amount of users. Depending on your hardware you may need to run 2 servers in a round robin DNS or load balanced configuration (Win2k Server TS supports Load Balancing now does it not?, I forget.)

Do you have a 2000 Server available that you could install Terminal Server on? If so, light it up and try it! It is very easy to get up and running so you can see firsthand if it will work.
FWIW I support several terminal server based clients. I'm pretty happy with it.

My first question is how efficient is MS's RDP technology when compared to Citrix's ICA technology? We want to connect around 60 users to a server over a frame relay running a product called Syteline. Citrix is recommended but we are trying to determine if we can use W2K as a replacement and not lose too much.

Yes. You can replace citrix to some extent with any version of Win2k server. you do not need advanced or datacenter.
