Is the Keyboard/Monitor/Mouse connected via a cluster device, like a Raritan, Compaq, APEX, or something similar? If So, I bet you don't see this problem if you plug devices directly into the machine at build.

You HAVE got the OS set to Win2k in the Hardware config haven't you?
