I *think* the TopLayer AppSwitch 2500 does that. No particular recommendation one way or another, I've never used it.

I need recommendations for a switch (16-24 port) that would allow some form of bandwidth management per connection.

Maybe some insight into best way to identify that connection. i.e.: mac address?
