Adding FTP locations to Windows Explorer

Environment = NT4.0 SP4 w/IE 5.0

Within Office 97, selecting 'File > Save As' allows you to open your 'FTP
locations'.  Is there a way to add that to the Windows Explorer interface?

I want to be able to move files to and from an FTP site with an Explorer
like interface without buying a third party program.  It seems as though
this functionality should be available.  If I have the option to access to a
'Web Folder', why can't I access an 'FTP Location'?

Anyone?
