Your best bet is to Seize the RID master FSMO role using NTDSUTIL.
That way you will transfer the role to the new DC. 

There are other functions that you will perform but that is the first step.

I have 4 Domain Controllers. One of them (called SIM1) which happened to
have Infrastructure, PDC and RID Operation Masters crashed. We needed to
built it from scratch. In the meantime I transferred Infrastructure and PDC
Operation Master Roles to a Healty DC so we did not have any trouble with
the clients.

We used the same NetBIOS name SIM1 when installing the Active Directory at
the new server. Problem arised when we tried to create a user. We received
an error message about RELATIVE IDENTIFIER! I tried to transfer the RID
Operation Master Role to another DC but received an error:

 "The requested FSMO operation failed. The current FSMO holder could not be
contacted" 

Also in the Event Logs there are tens of the following error.

The account-identifier allocator failed to initialize properly.  The record
data contains the NT error code that caused the failure.  Windows 2000 will
retry the initialization until it succeeds; until that time, account
creation will be denied on this Domain Controller.  Please look for other
SAM event logs that may indicate the exact reason for the failure.

So, now I am not able to create any object in this DC and I am not able to
transfer RID Operation Master Role to another DC! However other DCs are OK
and I can create any object in them which will be replicated to SIM1

Can anyone suggest a way to change the RID OM Role, which I think is the
problem.
