The BDC should continue to validate users.  If the users have locked their workstations and then try to unlock they will be unsuccessful if they logged on originally against the PDC.  You promote the BDC to PDC.  Then when the PDC is ready to come back up you bring it up and change the reg setting to tell it it is the BDC not the PDC, then restart and the PDC will be the BDC and you can then promote as you wish.  There is a Q for this but I don't have the number handy.

I believe you actually have to promote the BDC to a PDC while the PDC is
off-line. Do this from Server Manager.

My apologies for asking this again, I know it has been discussed briefly
before, but  I found no reference in the archives, so I had to ask again.
As always, when you don't need it, it doesn't register!

I just had a drive failure on my primary controller (NT4), (which was raided
so no big deal), but the backup domain controller failed to take over.  I
remember a short discussion about this, but I don't think anything was
actually discussed about what actually is supposed to occur when this
happens. The MS KB articles are of little use.

When I down a primary for a short time (say for a reboot), the users have
still been  able to validate logins, so I have always presumed that the
backup has been taking over. This time, it did not, and I was wondering why
not?  Then I recalled the discussion here a couple of months ago and tried
to remember what was decided. Could anyone refresh my memory, on list or
off,  without calling me too many names for not doing my own research? (This
Nimda recovery thing all this week has my nerves a bit frazzled and my
eyelids drooping!)

I do appreciate the help I get here!
