I ran into this problem 2 days ago. It turned out to be a virus. This was on 4 of the Win 98 boxes. I was able to print by pressing the Print Icon but not File/Print.
After all the virus's were cleaned up, everything worked fine. I remember cleaning 2 types of virus's, but the one that stands out was the nimda virus. It had me confussed too. Hope this is helpful.
