If I get what you are wanting which is to just move the root target of DFS, you can add a new root server, by right clicking the Name space root and click , Add new Namespace server. If server A in site C is offline, AD should refer requests for the DFS Namespace to ServerA at SiteA. Once you confirm that its working you can remove the root server on ServerA in site C.
